Arrangement proposed

In a situation of public imp, misconduct impropriety of conduct
is produced sometimes by a defect in the sometime<add>either</add> moral, or
part of a man's character, sometimes bydisposition a defect
in the intellectual part of a man's dispositionmind.

Against misconduct so far as the seat cause of it is
confined to the moral part of a man's character, the
effect of publicity in the way of the prevention, extends no
further than to the prevention of the acts of misconduct.
