only to be scanty in quantity but unpalatable in
respect of quality in or a otherwise the danger
would be that in the case of a young & robust
patient the constantly recurring gratifyinggratification afforded
to the palate might become the loss of all
insensible to the loss of all other pleasures.
If any punishment that is at all calculated
to be efficacious can it in itself be popular this I
think promises to be so. It comes nearer than
any other to the character of a domestic punishment
discipline, & by the tendency that it has to produce
information the object is felt to be the same that
an indulgent parent aims at has in view in the punishment correction
of his children. And the sovereign can never
be represented under a more popular & engaging
character, than that of a Parent watche watching
with equal anxiety over all his children - consulting
the happiness of the offender as much as that of
the offended.
