How are these divisions made? in subordinate
governments, by the supreme. in the system of supreme
government, by the original compact where there has
been one between the first members of it and the
body of the people: and when there has not, by
the turn by which they have given and the conditions
disposed to annex to the habit of obedience; that
habit which is the efficient of all governments one government
alike. as well as of another.

The advantages of division [in regard to the powers
of government] are principally as follows: those which follow 1. it prevents diminishes
the danger 2. it Diminishes the
danger of extreme ignorance in the extreme: it diminishes the danger of a
want of probity. This last advantage however is
seldom obtainedattained in any perceptable unless
the number of persons be very considerable; so
much so that among them it shall be difficult
to separate the interests of the majority of them
from the interests of the body of the people.
The principle disadvantages are that it delay
and that by the quarrels it is liable to give birth to,
it has a tendency to bring about the dissolution
of the government in which it is established. themischief
