M. Herrera, a distinguished citizen of a new formed
state of Central America, being on his departure for Paris, where
he proposes to pass four or five weeks, as a small token of remembrance
I take the opportunity of transmitting to you one of a few
copies which the Westminster Review people have given me of an
article, the first of mine and probably the last, which will ever have
made its appearance in that Review.
