Art. 3. || As to The professional
Army, functions inspective
statistic, recordative, meliorative
suggestive:
incidentally , locative, suppletive, directive, instructive
dislocative, procurative,
proditive, applicative,
reparative,
according to arrangements
by Legislation as
between primer Minister and
Sublegislatures.
Art. 3. In regard to the non-professional army, it belongs
to him to exercise, at all times, the statistic inspective, statistic
recordative and meliorative suggesting functions: and incidentally
the locative, suppletive, directive, instructive, and dislocative functions, and
the procurative, roditive, applicative, and reparative and eliminitive
functions, according as matter shall form turn himarrangements made from time to
been arranged time by the Legislature, as between the Prime Minister
and the Sub Legislatures.

Art. 1. To the Army Minister belong the three functions
relatively to the keeping in an appropriately apt state all
arms, ammunition, cloathing, stocks of provisions, and
other stores which, being the property of Government, are employed,
or kept in readiness to be employed, in the exercising of persons
belonging to the stationary Army of the State: namely
such as, being exercised in the use of arms render the directions
of the Executive, are not in ordinary liable to be sent
beyond a cerain distance from their respective houses
