Assessors to deliberate , not decide vote Assessors to have a deliberative voice , but
only upon being asked permitted : and not to have a
determinative voice or vote -

Judges , half Advocates , half Assessors Where there are two Judges , let one have been an
Advocate , the other an Assessor.

Judges - their military power Let the Judges (according to their seniority) have
the power of commanding the troops in their
own district .

Judges their precedence Judges to have the precedence over every body in
their own district : except their super-ordinates .
