Two propositions I have had the it has been my
fate to know – both on the occasion of the same
statute Act – both one subversion of the fundamentals
of the Constitution, the other of the principles
of common honesty and good faith.
One was that where the Act required the Treasury to do so and so, they were not bound by
it. There was by two Sentences to which it
was not convinced to be to be bound
Another is those where one an Act to enable making stre
Government to the Treasury employ
compulsive powers as
the Government is not to be understood as
intending ever to make use of them. This
was by the man himself who drew the Act:
To both these I have been an indignant
witness and am ready to declare it upon Oath.
