Instructions to the Legislator.

Of these grades of division, the political scale
in question not being given, the number can
not be determinately preascertained. Supposing
it advisable, the principle of nomenclature stands
exemplified by the denominations herein already
employed: to bis might be substituted tris, quadris
and so on (a)

The case of distant dependencies
excepted, it is not supposed, that, from any ulterior
steps in the course of division, any net benefit
would be found obtainable: any which might
be sought from the establishment of Tris-subdistricts,
(putting for example two in each Bis subdistricts.)
might be obtained (it is believed) in greater
perfection by multiplying, say here doubling, the
number of the Bis-subdistricts. For reasons, see
Ch. XXVI Local Headmen.

As to distant dependencies, if in the
case of a political State not burthened withby these
sources of corruption, the above divisions be sufficient,
in the case of a State thus encumbered, an
additional grade of division might possibly be found
requisite. Take for example Spain & Spanish America,
in which the aggregate Kingdom was divided
into sub Kingdoms. But, without ulterior details, this
general hint may suffice.
