This regulation if there were no other affords a pregnant
proof how far this plan this idea of personal codes in
this work is from having as yet ever been uniformly adopted pursued
indeed how far we are from having possessing as yet any digest or
abridgment of any part of the law performed executed upon
a plan that will bear any is capable of determinate description.
If in Doctor Burn's the best executed and most celebrated
work of the kind, we see reason to conclude that
no such plan was therein pursued it would be in
vain to look for marks it in any other.
Among the several divisions into which his work is
cast one if is that entitled there is that bears the title Alehouses. Under this
Title were unity of person adhered to, we should find
all the regulations by which persons keeping such
sort of houses are [the parties] bound. so many at least of such regulations as Justices of the Peace are commissioned to execute. Under this title
therefore we should find amongst others,
the regulation requiring such persons of that description to produce
their licenses to persons of certain other persons description
(the Stamp-Officers) on demand. +5.G.3. C.46. S.20. No such regulation however
is there inserted. It The regulation is inserted under Title "Stamps"
in another volume.
respect to the Title last mentioned it is
plain that it is not the inserting of the regulation
in question under that title that can answer the purpose.
