§ 2. Institution of standards of quantitiy: viz: weights
and measures.

Weights measure indicate the quantity of matter: measures,
the quantity of space. Weights and measures
are useful for three purposes: to satisfy a man
any single person concerning the any quantity he has
occasion to make use of: 2. to put an end to
any bonâ fide differences between man: to prevent
frauds. It is in the latter point of view that they
belong to the present purpose.

To establish one uniform standard of quantity
through the circuit of their respect dominions [together with a commodious set of denominations for its
aliquot parts and multiples, has been a frequent object
of contemplation and even of endeavour with sovereigns: To devise such the one
a properest common standard such as might be the properest to be
established all the world over has in like manner
been an object of contemplation with philosophers
and political speculators. A comm set of denominations,
devised upon the most commodious plan for the parts
and multiples of such an universal standard, might
be consider'd as a branch and not one of the least
branches of an universal language. Till
