a judgment on the aptitude of the law in question
considered as a means employed in and for
the attainment of that end — To this purpose

A rule is a word employed to denote some

as a means of producing good or excluding evil.
A rule may be the expression either of the

of him from whom it emanates: — if of the will,
it is equivalent to a command: — if of the understanding,
it is equivalent to information or advice. —
