Behold this in figures a fruit and but a part of the fruit of that truly
matchless constitution, which is so fully felt and heard of everywhere,
and so impossible to be seen anywhere. Now for the necessity
what is it? exactly as imaginary as the Constitution
which gave birth to it: whatsoever would be good if it
existed – a mere fiction: whatsoever is evil, a sad
reality. Necessity of the expenditure, none: no nor of any part of it: proof a
short one – practice of the United States. Of all the heads expressive
of so many titles to shares in the benefit of this waste, 12 in number – the odd two only, to wit
Pensions for wounds in the Army Subdepartment £133,924:9:11 and do
in the Ordnance Subdepartment £6,860;:0: together £140,784:9:11; would be found in the retired
list of the United States

(a) Ao 1822 £5,289,087:19s:10d. This exhibits in semblance
a small decrease. But the truth is, a regular encrease
of £24,000 a year in round numbers every year for on an account which
comprizes
the last four years. Cause of The decrease, natural mortality: cause
of the encrease, the steady system of depredation. The four years
being years of peace, following six other years of peace,
it would have been too much to have kept on encreasing
the military and naval branch of the expenditure under
this head, or even to have forlorn allowing it to undergo a small decrease. The small decrease of about £21,000 a year
having taken place in that those two subdepartments of the Executive,
advantage of it was taken to give as nearly near as possible
to an equal encrease to the amount of about 24,000 a year in the civil non-military subdepartments.

In the course of those four years of peace the pensions for
wounds exhibit an encrease from £117,550:13s:10d to £133,924:9s:11d.
The additional wounds, if received anywhere must have been
those additional wounds, including those employed in filling
up the number of those cured by the hand of death, must have
been received in the Ea British India, where there is scarce even a few perfect peace is scarce ever in existence.
