Place and Time

Are the wisest institutions and the most
capricious to be upon the same footing in
respect of permanency? or + +what is more is the very abused
absurdity obstinacy of these capricious institutions to be
an argument for their continuance? duration?

Considered in the light of as serving for information, the best
answer that could be given to them would be
but nugatory: the only purpose they could seve
is that of admonition. In this light, even
maxims of no greater precision than the following
may have their use.

The law should be changed, no usage at present established
