Place and Time

Are the wisest institutions and the most
capricious to be upon the same footing in
respect of permanency? or + +what is more is the very abused
absurdity obstinacy of these capricious institutions to be
an argument for their continuance? duration?

Considered in the light of as serving for information, the best
answer that could be given to them would be
but nugatory: the only purpose they could seve
is that of admonition. In this light, even
maxims of no greater precision than the following
may have their use.

The law should be changed, no usage at present established
observed in the exercise of authority prevailing should be abolished; without some
specific special reason: without some specific benefit beneficence
to be got by it point to be compassed by it

The changing of a custom repugnant to our
manners to one which is companiable to them
for us other reason than such conformity, should
not be reputed as a benefit.

In all matters of indifference should be
abandoned to the of custom. let the force of
the political sanction remain neuter: and let the
authority of the moral sanction take its course.
