Peels Police Bill
1.
Preamble.
2.
His Majesty may es-
tablish a new Police
Office for the Metropo-
lis and the surrounding
District, and may ap-
point Three Persons as Jus-
tices, to conduct the business
of the Office, under the direc-
tions of a Secretary of State.

The Justice need not
have any Qualifica-
tion of Estate.

Proviso.
5.
Salary of the Jus-
tices.
6.
The whole of Westmin-
ster, and certain parts
of Middlesex, Surrey
and Kent, to be formed
into One District for
purposes of Police, to be
called "The Metropolitan
Police District."
7.
A sufficient Police
Force for the whole
District to be appoin-
ted by the directions
of the Secretary of State.
The Justices, subject
to the approbation of a
Secretary of State, may
make Regulations for
the efficient manage-
ment of the Police Force.
9.
Police Men may be
suspended or dismissed,
for Neglect or Miscon-
duct, by the Justices.
10.
Penalty on Publicans
harbouring Police Men
during the Hours of
Duty.

11.
Constables attending
at the Watchhouses in
Night may take Bail
by Recognizance
from persons brought
before them for Petty
Misdemeanours; such
Recognizance to be con-
ditioned for the Appear-
ance of the Parties be-
fore a Magistrate.
12.
In Default of Appear-
ance, Recognizance to
be forfeited.
13.
Time of Hearing may
be postponed.

His Majesty may ap-
point a Person to be
the Receiver of all moneys
applicable to the pur-
poses of the Act.
15.
The Money to be pla-
ced in the Bank of En-
gland, and drawn out
by the Receiver, for the
Payment of Wages and
other Police Expenses.

Receiver's drafts to
be countersigned.
17.
Receiver's Accounts
to be audited.

Salary of Receiver.

The Amount of the
Salary and Wages of
the Police Men to be
regulated by the Se-
cretary of State.
20.
Rewards for Activity, Compensation for Wounds,
and Superannuation
Allowances.

Upon the Death or
Removal of the Receiver,
the Balance of cash at
the Bank shall be
transferred to his suc-
cessor.

Upon the Removal
of the Receiver, his
Successor may sue
for any Balance
remaining in his
hands.

Mode of proceeding
against Ex-Receiver.

Special Bail.

Court may refer the
Accounts to an Offi-
cer or Arbitrator.

Mode of proceeding
against the represen-
tatives of a deceased
Receiver.

Proof of the Receiver's

The Receiver shall
contract for any
Land or Buildings
that may be required.

The property to be
vested in him.

Corporations and others
empowered to sell
Land to the Receiver.

In the case of a Dis

shall be assessed by a Jury.

No Justice, etc., under
this Act to sit in Par-
liament.

No Justice, Receiver,
Police Man, etc., ap-
pointed under this Act,
to vote at certain
Elections.

36.The present Watch in
each Parish, etc., in
the metropolitan
District shall con-
tinue until it shall be
notified to such Parish
that the New Police is
appointed, and then all
Watchhouses, Watchborees,
Arms. etc. belonging to the
present Watch, shall be
given up to the new Po-
lice, and the present
Watch rate shall cease.

Poor's Rate
37.
Penalty for not giving up
the Hatchborees, etc.
38.
Proviso for Watch rates
already imposed.
39.
This Act not to affect the
rates for paving, lighting, etc.
40.
Power to set up Watch-
borees.

The Overseers in every
parish, etc, in the Metro-
politan District shall be
ordered to levy a Police rate
upon all persons liable to
the Poor Rate, and in the
same proportion as the
Poor Rate.
42.
Such Police Rate not to
exceed in the Pound
in any one year.
43.
Persons exercising Dutie's
like those of Overseers, to be
deemed Overseers within this
Act.
44.
Overseers shall collect the
Police Rate in the same
manner as the Poor Rate,
45.
and be allowed a Poundage
for their trouble.
46.
Receipt of the Receiver
shall be a sufficient Dis-
charge to the Overseers.
47.
Overseers upon non-pay-
ment shall be Distrain-
ed upon;
48.
and in Default of sufficient
Distress, the Arrears may
be re-levied on the parish.
49.
In case of default, etc. of
the regular Overseers, the
Secretary of State may order
occasional Overseers to be
appointed to collect the
Police Rate.
50.
Appeal against the Po-
lice Rate on certain
grounds.
51.
The Secretary of State, if
dissatisfied with the existing
Valuation of rateable
Property in any Parish
in the Metropolitan
District, may appoint
assessors to make a new
Valuation for the Police
Rate.
52.
Mode of making the
Assessment.
