shall Parliament be distrustful? -of itself. Why then
should Parliament be distrustful in the present instance?
Of whom would it be distrustful but of itself? And why
be distrustful of itself in the present instance more than
in any other? It has trustedfor this century , from the birth of the company the Bank of England, and
never once seen reason to repeal its confidence. SHall it thus give unlimited confidence to a private trading company
and refuse all confidence to itself?Yet to redraw the
Bank from the imprudence in this way there is nothing
but the casual prudence of a fluctuating body of men
acting too in perfect secrecy, without the smallest
from the public eye: whereas Parliament could not
this itself this faculty to the amount of a penny
withouttill after the fullest discussion carried on in the face of the
whole world.
