3. The Architectural part of the business had from the first
been planned and conducted by General Bentham who not only
in March 1793 but so lately as in August 1795 was
force to bestow his whole time thereupon, and would accordingly
have executed the whole, with no other than such
subordinate manual and other assistance, the expence of
which was not regarded as considerable enough to be brought
to account. But since that time General Bentham
having been engaged in his Majesty's service in his present
situation of Inspector General of his Majesty's Naval
Works, the whole of his time has been completely engrossed
by the duties of that office:
