Pawn Brokers, Hawkers & Pedlars & Hackney Coaches would produce
perhaps £100,000 a Year which being nearly equal to the whole expence of the
Police would ease the Civil List Revenue and the Consolidated Fund
of a large annual Sum besides establishing regulations not only calculated
in an eminent degree to prevent the Corruption of Morals & in the increase
of Crimes but also to draw from the general arrangements of Police a
sufficient Sum to defray its own expence.

Thus by new modelling the two Boards
which are proposed to be abolished incalculable advantages will result
to the Public which must be lost for ever if the other plan suggested
by the Financial Committee is adopted. For then the benefits resulting
from Guarding and watching 50,000 Persons engaged more or less in
Criminal Traffic would be lost with a new Revenue perhaps of
£60,000 a Year & a chance of a gradual increase by the accession of
new Branches.
