created Office may come to occupy: as though if no
division of the business is allowed, increase in the
number of the persons taking a part in it will

of it; yet but, if the quantity of the business required made
it it requisite , means might probably be found of making
a division of that sort without inconvenience.
There will be are matters of experience and ex matters
for experiment: and the persons latitude necessary
for the making of such experiments should not be withholden
from the executive government.
