Expecting Apprehensive <add>Under the apprehension that the answers to the two first of the
above three questions would be found to be in the negative,
and that to the third in the affirmative, I
have in conformity to that apprehension framed
the provisions of this Bill have been framed accordingly.

already been prescribed by Statute in a variety
