Panopticon Bill | Governor's Checks
from Visitor's at large moderate fees for admission
to be applied to the encrease of the provision above
mentioned for the old age of the Prisoners or other-
-wise Nevertheless for the more regular exten-
-sion of the authority of the County Magistracy o-
-ver the local sphere of their jurisdiction, Be it
enacted, that any Justice of the Peace for the
County wherein the said Penitentiary House shall
be situated being to the Governor or any of his su-
-bordinates known for such by the production of
his the said Justice's Didemus or otherwise, and if required, having
each time written down his name & abode in a
book to be kept for that purpose, shall at all times
have access gratis to the said Penitentiary Establish-
-ment and to every Prisoner thereto belonging, with
power to inspect any of the public books and papers
therein kept, and therein to make what stay he shall
think fit, so as at the same time not to disturb
the management & economy thereof.

But not the Manu-
-factory machinery
or processes—
Art.11. Provided nevertheless, that no person
shall under colour of this authority have any right
to inspect any of the manufacturing apparatus
employed or processes carried on in the said
Establishment.
