Panopt Compensation Claim

                      III Contract
                       fl.7. Other Claims
                       43. New York 1802

In the It was not, then, till the year 1802, I y that in
the Philadelphia prison the simpl and advantageous
was substituted to the less simpl and advantageous
but mode. But neither was it, in that year, till half the year had been employed
on the less advantageous plan that th change
took place. "The Inspectors" (says the Report, p.1) had
"for a considerable time contemplated, to enter into an
"agreement with prisons in the City of New-York, to provide
"the raw materials, and to pay a fixed price for
"the articles manufactured; but this agreement had not
"taken place, so as to to be put in operation, before the
"middle of the ayear. The materials and goods ing
"were then sold , and, though this sale was attended
"with some loss, the advantages resulting from the chang.
"are found to be great; ... .

In speaking of their system of management, as not
having as yet "fully attained our great object of their
"wishes, nor that of rendering the labor of the Convicts
"adequate to the support of the Prison", they ascribe and thereupon asscribing
state of perat imperfections in the "many difficulties" of which
they give an account, they observe an observative which they add is that
"those difficulties will probably diminish every year
"with the increase of experience." and thereupon it is that
they exhibit the proposition if wherein the expenditures
and receipts of this same year, as above set forth

On very good ground indeed, will it appear that the
expectation thus modestly expressed was founded, when
it is observed that in this same year though, as above no more
than half of it was imployed on the more simple and
advantageous system, yet (to preserve the words imployed
in th pref ) of th Report),, the nett profitt on the
and labor performed by the Convicts amounts to 21,874:C43.
while in the Account of the last preceding year 1801, as above,
the corresponding which (p. 94) -runs as hth (own sum) in these words:
viz. "The net profit of the labours of the Convicts ... . in th
"1801, prodused, from capital imployed last exceeding Dollars 20,000, cons. 7,941:C83. II
