It is humbly presumed that if this Revenue was placed under
district Commissioners instead of being Collected in the manner in practice
by the Stamp office in the Case of Pawn Brokers and by the Tax Office
in lieu of the two Boards of Hawkers and Pedlars and Hackney Coaches
which are proposed to be abolished that great advantage would result to
the Public not only in the prevention of Crimes and in the preservation
or Morals by a more Minute attention to the Characters and pursuits
of Persons authorised to Act as Pawn Brokers than it is possible for
the Commissioners of the Stamp Duties to bestow upon this important
Branch of Police: and it may also be demonstrated that under a better
System the Revenue may be rendered much more productive by new
modifications which Commissioners attending minutely to this object would be able to bestow upon it but which can never take place under
the present System where every Man who can raise £10 may set up
the Trade of Pawn Broking to the great injury of the Poor, if such
person is a depraved or Bad Character.
