They are indulged with different degrees of liberty

have heavy chains to their legs, so that the Slaves
of the town are never free from the noise of their rattling
They have all an allowance from the Government
for their subsistence which it may be supposed
is miserable enough. But if any choose
as the ).to work at their trades, they have liberty to do
it, upon giving up that allowance & a
a small acknowledgementtax besides from this Tax, a considerable
