To an unprejudiced third person who takes time
to reflect, it will hardly appear as an event
seriiously to be apprehended, that a manufacturer
of this class or of any other class, in whose
character there were no stain, should experience
from the majority of this or any other Board
the refusal of a licence. The occupier of a
first rate Tavern or Inn is, in point of pecuniary
consideration, little if at all inferior,
to the most opulent Gold and Silversmith. The
danger to which the Goldsmith would bestand exposed
is no other great greater than that to which the
Great Tavern and Innkeeper has always been
exposed, without dangerinjury or complaint. It is
