Upon consulting with a friend who has
had a good deal of experience of the Forms of
Office, he gave it me as his opinion, that
the ground that has been as yet made is not
altogether sufficient to support a
to the effect of that proposed to be prescribed
to the Duke of Portland. The basis of the application
being the opinion of the success of the institution, it appears to him that if that opinion
is decided, a person in the situation of his Grace
would expect to find it declared, and that if it
is not formed, an application to the above effect

already indebted to his Grace not only for the patronage & support to
