The Justices of the present day are beyond comparison
more numerous, more formidable dangerous, more
than the Jacobite Papists of that day.
But, the limitation which that which operates in exclusion
of the Catholic portion of the mass of subjects is
not the only limitation in the Act — speaking of arms, it it goes on and
say adds "suitable for to their conditions, and as allowed
by law." By the words "suitable to their
"conditions" it provides carefully for the limitations of
the nature of them which have been applied by the
Game Laws: —by the words "and as allowed by
"Law" it carefully avoids upon those weakening those
statutory provisions which had been provided by
them already existing and still continuing
in force, viz: and not only those <add>that before gleaned at
and which in the preceding session of the same year
had been established by the for the keeping of Papists
</add> in general </add> constantly disarmed, but that of the early part of
the reign of Charles the 2d (23 & the C.2.c.2.
f.14) for the empowering of the executive government
at all times to disarm any such individuals as
