The policy of the Act is goodsound and
necessary, as far as it goes: it is the result of a
necessity not likely to be extinguished even by
the return of peace. It is a party indeed, but
in part onlyno more than a part of what is necessary to be done
in pursuance of the same principle. The
French may be the most conspicuous but they
are by no means the most for determined
nor the most formidable enemies of national
repose: the most formidable by far the most formidable enemies by far
of the enemies who by far which the country has are in her own brain. Of these
the country can not be cleared by any power
or by any industry.
