The salutariness of the Law empowering the existive
Government to prohibit upon occasion the expectation
of Arms and ammunition to foreign countries has
never been disputed. Those laws would derive a
great accession of efficiency from the laws here proposed. A constant account current of the stock
coming in, going out, and remaining in hand being
thus kept up, not an article could be sent out of the
country without being missed.
