In this character of a mere measure of finance,
it might perhaps be removed with little or no objection:
but in that character it could not be accompanied
with either the discretionary power in regard to the
granting of the licence or the power of regulation, backed with the
powers of search
and seizure &c.
To these two points powers curbs, the resistance, it is apprehended
would be violent and universal: and without these
the measure would be inoperative in the character
of a measure of police. Nor d It may even be
doubted (as it should seem) whether the vexation,
(which would be certain uninterrupted, certain,
and extending to the practices of all these trades over all
this immense variety of trades,) would not in fact be an overbalance
for the utmost benefit derivable from so much
of the security arrived at as depends upon this
item. article.
To clear the article from this objection, words
have been inserted for confining the obligation of
taking out a licence in the character in question
to the persons conprized in the last preceding class: viz:
to those who are already subjected to the obligation
of a licence in the character of Purchaser of
Second-hand Metals of persons in general for working
up: but here the question will receive the effect
of this limitation will be that a man whose
use of a crucible &c melts mode of working up the metal to purchaser
will pay more is by melting will have
so much more to pay than he whose mode of working
is by hammering &c: only without and his their the
question will remain, to what use this extra-charge?
It affords no additional security in the way of police,
since whatever checks it imposes upon the persons in
question in the character of Metal founders are no more
than
than they are already subjected to in the preceding clause in the character of Purchasers of Second-hand Metals for working up.
