§. 5. [ 1 ] [ Provided always ] The prejudice from the disclosure
of secrets in trade, the fruit acquisitions which are oftentimes of the
fruit of much labour are study and expence as as well as
the source of great pecuniary advantage, has been was
much insisted on as a ground of objection to the
powers of this sort included in the Excise Laws, and
in particular in the case of Tobacco, which ( I believe )
is the latest instance: - but all work sorts of work which have
metals for their subject matter abound in secrets.
In the instance in question the only use for the exercise
of the powers of entry in question is to prevent concealment
in regard to the number of the articles manufactured.
The only case in which the searching the manufactory or
work shop can be of use, is therefore that of its being employ'd
as
as a warehouse for the purpose of concealing a part of the articles in the making of which it has been employd. to make.
