Observations on Inserenda Part II, § 2

struck out, shows the reason which suggested the
insertion of this clause.
Precedent.
23 Geo: 3. c. 39. Trade with United States - continued
in from year to year to the present time. Power
to King his Majesty in Council by Order &c (as in this Bill)
"to give such directions, and to make such regulations
"with respect to Duties, Drawbacks, or otherwise for
carrying on the Trade . . . . with the . . . United States, as
to his Majesty in Council shall appear most expedient
and salutary" - a power infinitely more
ample than that here proposed to be given, and
infinitely more susceptible of abuse. — After In an In the course of Af—

The most prudent course, however, seems
to be - not to insist th let this clause stand
as part of the Bill in the first instance:
but that some Members shall move it as
an amendment, complaining of the duties
as liable to prove too heavy and suggesting
this as a remedy for the inconvenience.
[ 2 ] [ Report ] A Report from the Board
seems a proper condition to annex to the exercise
of this power, because no other person can be
possessed of so much information relative to the
subject as the Board: and an addition is
thus made to the stock of responsibility and
to the check provided against precipitation
and abuse.
