the real expense. It would be misleading Parliament
and the public if the institution were to be charged
with so many thousand pounds, as if it were costing
that sum to Government, whichen in fact nothing
was government was disbursing nothing on account
of for the institution on that score but what in that
same sum it already had received: the institution
being fully the cause of the receipt as of the expense.
One help towards reimbursing to government the
real amount of the expense might be afforded
by a law giving at once to the Police Fund
all shares of forfeitures which under the several
Statutes are given noinally to the poor of the
Parish: in reality, as every body known, to the rich of
the same parish, since in as far as the forfeitures
are levied and applied, the money goes in
diminishment of the burthen of that tax upon the rich
which is called the Poor Rate. For the rich of the
