Obstacles: Legislators useful projects who not adopted?

Tis not the best of all conceivable, but the best of all
practicable expedientregulations, that is to be adopted - ButAnd thus
the Legislator is apt enough forof himself to remember

action were destroying it's

If the Privilige & Station Acts had been
by the popular party & carried through after a struggle
against the general senseinclination of men in power what
and would there have been to triumphs & acclamations?
