III. Payment
At the Bank not only the time requisite for the payment
of a given sum is rendered altogether
uncalculable, not only by the perfect uncertainty of the sums
as well as point of magnitude as of nessevenness
as well as point of magnitude
(I mean the number of the pieces of money necessary to
compose each sum it) but by the equally perfect uncertainty
with regard to the number of applicants within at
the suma given time: and were even both these points
fixed and ascertained, still the dispatch would the degree of

liable to be retarded and disturbed by
incidents arising out of resulting arising out of from doubts, well or ill grounded
real or affected relative to the goodness of the several
pieces of money and the alterstion liable to
be produced out of those doubts, by the perculiarness
that may occurr in the temper of individuals.
At the proposed Annuity Office, individuals
having neither access nor occasion for access, all
such incidents with the delays that hang to them
are cut off.drop off themselves. The operations are confined to two -
telling or making up. and dispatching. The sums
to be told are the same sums, sums of 3s:9d what may be com
