I have said errors excepted exceptions excepted.
What then are these exceptions? Answer, this

1. An exception would will be, if in the manner of a p
merchant or manufacturer, government sells goods
to persons in an intimated or will no b these same goods. But this is what
it can scarcely ever happen to it to have need to do.

2. Will an exception be constituted by the case where in so far as
though it buys goods it does not sell those
same goods [at the same time]? It should seem
not: for in this sort of case, no occasion will then
be in the used Double Entry system no no occasion for speaking
of goods as d to matter of species of goods.

To the ob language No need therefor will there be for this language, in
the case where it government is itself the manufacturer of the goods
which are employed in its service: as for instance
ships, much artillery: for it is not in the dark
practice of selling ships as well as buying them, as many as it has belonging to it
and by this course of traffick seeking profit.
True it is, that after its having bought or manufactured
a stock of this or that sort of article, there may be a
use in government's selling a part of that same
stock: as for instance ships or materials of ship and the name of what store
when because unserviceable of no longer needful
But in none of these cases is there any immediate
exchange of goods for goods: only goods — the particular
sort of goods in question are sold for money: on what
occasion, no need of employing the technical language
it will (it is believed) be found: no need, any more than
when many alone is the subject matter of the account.
