The institution of a Jury Juries stands
chargeable with some collateral inconveniences
which for not being directly felt, are not the less
seriousworth notice.

It has a bad exerts a corruptive influence
over the public understanding and
the public morals.

I speak not here of the contempt necessity it it
propagates imposes of violating of those obligations which at some
the same time are asserted to be regarded as the
most sound, nor sending the middling class
of people by rotation to a school of perjury>
by turning the temple of Justice into a school
of perjury to which the middling class of people
are sent by rotation. This, as has been already
intimated as an abuse not inseparable
from the institution and which therefore in
the point of view in which I am considering
it ought not to be charged upon it.
