Alehousekeepers Observations

Recognizance sit heavy on them. In the next place if they do enter
into it, they will remain exposed to ruin for every a trifling
peccadillo. At the same time that many small offences
for which in a certain less proportion he ought to be punished,
may go unpunished, because the only punishment that
could be inflicted upon them is thought too great. Here Thus
it is thus the public is at the same time exposed to suffer at the same time by
his being punished more than by whereas as he ought not,
and by his being not punished as he ought. From the enmity
