suspects a Customer to be selling without a license, to ask
to produce it. But in the 1st place, such a request
carrying with it the appearance of suspicion, would be
invidious, and disobliging such as a man would think it hard
to be obliged to make. In the next place what would
the Publican have to do but alter an old license
or fill up a new one and present it
as genuine. It is not many licenses therefore that
be at the pains of looking at and
nothing therefore could be easier than to impose upon
in this way.
To the them it coul dbe necessary to create a
new Forgery on purpose (unless such a mode of conduct
were included under some Law against
Forgery in gneral: a Law which seems to be among the
number of those that are much wanted. This would be
little less ... than the other measure; form which
it put in practise, many collateral advantages respecting
the head of political economy, might be derived.
Concerning
the second point the Brewer must be informed of it seems
not to difficult to get information but that the
proof of his being informed about it might be noted upon trusted
to presumption. Unless it were pretty notorious that
a man sold it, he could hardly have customers
enough to make it worth his while.
