if priority is to be his sole guide, is here is a way open to him
to give the scale in favour of which of the two parties

way whenthat which he chooses not to obey is likely
to be first that is forwarded to him authoritatively, contrives
to be out of the way, and to post himself so as to

circumstance of priority decisive in point of validity between two such warrants
would be to establish a precarious and indecent scramble
for jurisdiction. Yet that is the circumstance which it
seems full as probable an High-Constable, if indifferent,
would govern himself by, as that of number.
