4 Observations
if priority is to be his sole guide, is here is a way open to him
to give the scale in favour of which of the two parties

way whenthat which he chooses not to obey is likely
to be first that is forwarded to him authoritatively, contrives

would be to establish a precarious and indecent scramble
for jurisdiction. Yet that is the circumstance which it
seems full as probable an High-Constable, if indifferent,
