3. Above we have an addition made to the force of
th obstructing wills. What remains to be spoken of is
the addition made in the power to the affect with which
such hostile wills are likely to operate.

In the whole assemblage band of persons who in
any shape whatsoever drive a profit from misrule
and abuse in any shape whatever we have a
phalanx can stand opposed the exertionfrom of which
stands opposed serves as a garrison to be strongholdfortress
of abuses accustomed and proposed and engaged accustomed
defended at all times against the attacks of
reform and improvement in all those every shape
in which they can assume.

when it is duly considered how many numerous are the instance
in which though not by his apt by a force not less
