The principal cause of the small produce of the French
Customs, is the sacrifice of the Revenue to the Colonies. The
heavy cost at which those great articles of consumption
which are, in England, the principal sources of Revenue,
are produced in the French possessions, has, in order to
insure them possession the monoply of the home market, led to discriminating
duties, which have necessarily taken the difference of cost
out of the Treasury, in order to transfer it to the Planter.
