Col Hall, Rio Haeha, March 27. 1823, to Mrs. Empson

the army of Montilla, collected here, to operate as pt
Maracaybo. I embarked on the pestiferous Magadalena, and arrived here in the beginning of December.
the distance about 100 miles. Here however occurred
another mistake which, which I had pretty accurately foreseen
Montilla, whom I may have probably mentioned to you,
in my early Letters from Baranguilla, is as black a
character as engendered in the court of
Catherine of Medicis. I quickly knew that in spite of the
orders, or pretended orders of the Government he would
not employ me, except driven by neccfsity. His taste is
for tools and sycophants, but whenever there is an idea
of danger, they apply to me for Plans of defence and forti—fication,
which they are content I should carry into of
feet till their fight is over, when I am again consigned
to inaction. Perditus hoec inter misero Lup. I however await my time, confident that in the multiplied chan—ges
of war, and revolution, every one either takes his pro—per
place, or reaches that goal which renders all place
indifferent you may suppose that in the changes occasio—ned by this fresh burst of war, all specific speculations
are for a time smothered. I have no news of any Coffee
plantation, which by the bye was only rented, though
I have heard indirectly from the correspondee of my partner Col. Young, that it was in a flourishing condi—tion.
The Government has changed its intention of gi—ving
estates in lieu of claims, and will only give Paper,
which under favourable circumstances, will do as well
My claim, when substantiated, amounts to 10,000 dollars,
besides arreared of pay, about 3,000 more. The settlement
of all which, may now be said to be adjourned sine die
I should always consider this country once tranquill
as most favourable to agricultural or commercial
speculation, especially the former for which there is a
field unlimited, but we have yet an ordeal to endure,
for the better understanding of which, I must enter into
the present state of war and politics.
