Measure
By way of supplement explanation to Rule I
profit of the crime is very often certain as being
immediate. The event of punishment is liable to
a multitude of contingencies relative to the difficulty
of detection & to the for formalities necessary or unnecessary
of prosecution. This being the case
Rule 6 that
Rule 6. That the value of the punishment may outweigh the
profit of the offence
it must be increased in pursuit of magnitude in proportion as
it falls most is point of certainty, and proximity.
The truth of this is demonstrated by the foregoing
reasons: it needrequires only to be illustrated.

certain as being immediate, & let the apparent
