S.15. XI. Finance Minister's position
Article 1. To the Finance Minister belong the three Junc-
tions relatively to all government arrangements, having for
their subject the receipt, custody or expenditure of money,
at the disposal of Government.

Article 2. In the exercise of the Statistic functions, [ ] days
before the last sitting day of the outgoing Assembly, the Finance
Minister delivers in to the Assembly his Report under the
several heads following
1. Receipt in the course of that same year: under heads
denominated from the several taxes and other resources.
2. Expenditures in the course of d. under heads denomi-
-nated from the several services: namely, those belonging
to the departments of the above Ministers with the addition
of the Justice Minister.
3. Amount of Balance in hand, on deficit.
4. Money, due to Government, under heads denominated
from the several sources
