What does has that Government to say to
all this? What does Government think of it? The
answer is simple: they do not think of it: consequently
they have nothing to say to it. Questions
like this proceed upon a mistake: they suppose
those who wield the runs of government to be
sollicitous to think, careful of what they say. The
people who act govern and the people who think are belong
to two different classes. Price and insolence, two
strong reparation walls stand between them. Empowered
to act they stand excused from thinking.
Thought and study are the dry bones which a
few take up to gnaw who see the rich morsels of
power out of their reach. Government reason has
no place not in the same place. What is called Government is a conflict sparring match struggle
between will and will, not a conference between
understanding and understanding. A fluent tongue
and an imposing manner compleat a statesman's
stock in trade.

An objection what does it amount to? – a
warning not to look that way. A good reasoner
a man who having strong Intents endowed with strong process of invention &reasoning
employs them in the public service what is he? a
troublesome
