Constitutional Code

Without proof made of title in some instance titles of honor
have been, and in any instance might be conferred by a body
of individuals not by a single individual
by a body of
individuals: and in this case the body has been and naturally
would be, composed of those on whom it had been conferred.
But Being without proof of the title, it would in this case, as in
the other be an instrument of corruption, and through corruption
of disputes arbitrary rule: the persons, sharing in the faculty of conferring
the title would thereby compose conferring the title composing the Aristocracy; and that corruptive not like the
aristocracy of wealth or that of talent
