Remedies unavailing
Evidence unobtainable
For judging of the
number of crimes
committed, there
could not be a
criteria more erroneous delusive
that that any
which would could be assured from drawn
of by the number
punished. In an
old-established community
— in
— more especially
the great bulk
of the people make
common cause against
malefactors.
In this extraord. new community
the bulk of the population people
are themselves
malefactors — make
common cause in favour
of each malefactor
— make common
cause against
the ministers of
justice.
Reformation Conclusion
Functionaries unfaithful
To say that it
had done nothing
for reformation would
be doing it more
than justice. The
numbers so far reclaimed changed
for a time as to have
put off the course
of habitual delinquency criminality.
If against the few
reformed the very
few that may be
set down as reformed
— reformed to appearance
and for a
time we set down
in the first place the
large proportion of
backsliders, the
remainder of real
and permanent
converts
will be found reduced
to very narrow
limits.
If against this
remainder — this
small amount on the
side of reformation
we set down — the
civil officers and
other public functionaries
in the civil
department — the
Clerks the Storekeepers
Servants corrupted
as above by the contagion of
the place — the
seamen converted
into the couriers of
stolen goods — into
favourers of desertion
harbourers of prison
-breaking deserting criminals
the Seamen corrupted
by the cohabitation
with the
females of the Colony
a set of beings represented
by the highest
authorities as outstripping
in depravity
even
even the most depraved
of the
rougher sex, we
shall find but too
conclusive reason to
believe be persuaded, that instead
of being in
any degree a source
of reformation, the
settlement may and
ought to be set down
as a source of
corruption, and
that in the nature
of the case a perennial
and inexhaustible one.
