To probity in the execution of this & important
office

To the dependence of this species of officer
on public opinion , and thence to his probity,
as well as reputation for probity , the devision
of its powers among numbers will be found is unfavourable
in every point of view , [and unfavourable in
proportion to their the number multitude .] Unity in for this
station will be found we shall find in every point respect of view
preferable for this purpose to multitude : and
multitude disadvantageous in proportion as it
rises above recedes from unity . The same thing will appear
with regard to exertion : and with regard to
skill and intelligence in as far as they depend
upon exertion : nor will the advantage chance gained in
point of intelligence skill from communication of intelligence
be found to compensate in any degree
