Annuity Notes
Abstract
The main principle of the plan proposed measure consists in the opening
 
the market for Government Annuities, on terms
 
of advantage to Government, viz: at an inferior a reduced rate
 
of interest, to a mass of money, which though divided
 
into small sums may in the aggregate prove considerable;
 
and which, by the concurrence of divers circumstances incumbrances (such
as danger of fall of prices depretiation, trouble and expence
 
that by reason of stamp-duties, agency and brokerage
 
fees, and want of local offices at hand hang
 
heavy on the operation of purchase, receipt of dividends
 
and sale) is either excluded from the faculty
 
of yielding appending interest to the owners altogether, or
 
in the hands of Bankers or others, or at the   from Bankers obliged to take up with a rate of interest inferior,
 
all things considered, to that which with a very
 
considerable degree of profit might be allowed by Government.
The result and benefit of the measure, if supposing
 
taking it on the smallest confined to a small scale will (besides the above
 
advantage profit to Government, by the difference between 3
 
per Cent the rate proposed to be allowed on these circulating
 
Annuities and the rate corresponding to
 
the current price of Stock Annuities) consist in the
 
affording to the least opulent and most-numerous
 
classes of individuals (Friendly Societies included)
 
in a word to the great bulk of the community, the means
 
of placing out small hoards however minute with a
 
degree of advantage, (profit, security, and convenience
 
in respect of purchase, receipt and transfer taken together) unattainable
 
by any other means: and this too at compound
 interest
