Whites refused
to deliver the deeds.pleaded to deaf ears.[+] [+] I called to mind
the text in Ld Chesterfield,
and saw it
was a time to
profit by it. "Then" (says I) for in conclusion
"my the course for me to take will be
"to address myself to the Treasury, saying
"that without an express authority from them
"you do not look upon yourself in at liberty warranted in

put upon a harsh refusal given with his usual
kindness What he did say I translated into
what he ought to have said: because what he really
said could not have been given back to him
